What is FISP / Local Law 11?

The Facade Inspection & Safety Program (FISP), formerly Local Law 11, requires NYC buildings over 6 stories to undergo exterior wall inspections every 5 years. A Qualified Exterior Wall Inspector (QEWI) classifies the facade as SAFE, SWARMP, or UNSAFE.

Which buildings are subject to FISP?

All buildings greater than 6 stories in New York City must comply. This includes residential, commercial, and mixed-use buildings.

What are the penalties for non-compliance?

Late Filing Fee, Failure to File Fee, and Failure to Correct Fee. These compound over cycles and can reach hundreds of thousands of dollars.

What is a sub-cycle and when is my deadline?

Each FISP cycle is divided into 3 sub-cycles (A, B, C) based on your block number. Sub-cycle A: blocks ending in 4,5,6,9. Sub-cycle B: 0,7,8. Sub-cycle C: 1,2,3. Each has a 2-year filing window.

Install a Sidewalk Shed

Required immediately for UNSAFE buildings to protect pedestrians. Must meet DOB specifications and have a valid permit. Avarga handles the full installation and DOB filing.

Hire a QEWI (Qualified Exterior Wall Inspector)

A licensed PE or RA must inspect the entire facade and document all conditions. They will prepare the technical report and identify the scope of repairs needed.
